I think courage must be learned. And the same yardstick can't be used to compare individuals. In fact, it can only really be judged in the context of itself. Individual people (and animals) learn about fear differently, have unique responses when they face fear, can have drastically different experiences with the littlest act of courage. Think about how standing up for oneself as a little kid and getting either "you're a brave little ____" or getting smashed down either mentally or physically can have diametrically opposed outcomes.
